RBLP is the only nationally recognized series of leadership certifications. Our tiered certification program allows frontline, experienced, and senior managers to validate all of the leadership knowledge, skills, and experience they have gained getting the work done in their organizations.
RBLP leadership certifications have significant college credit recommendations from the American Council on Education (ACE).
Our certifications are listed on the U.S. Department of Labor CareerOneStop site as a workforce development resource for employees and employers. The U.S. Department of Defense credentialing programs and the GI Bill fund our certifications for military personnel and veterans.

The Westchester-Rockland-Putnam Counties area in New York, situated just north of New York City, encompasses a substantial and affluent area. These counties form a key part of the greater New York-Newark-Jersey City, NY-NJ-PA metropolitan region, offering a blend of suburban living, natural beauty, and economic activity. Collectively, the area covers approximately 1,800 square miles and is home to over one million residents, with Westchester County being the most populous among them, followed by Rockland and then Putnam.
Geographically, the area features a diverse landscape ranging from bustling downtowns to quiet, wooded residential areas. The Hudson River forms the western boundary of both Westchester and Rockland counties, providing stunning water views and recreational opportunities, while Putnam County is known for its rolling hills and rural beauty. Numerous state parks and preserves, such as Bear Mountain State Park in Rockland and the Blue Mountain Reservation in Westchester, offer extensive outdoor recreational activities including hiking, biking, and boating.
Economically, this area is robust, driven by a mix of corporate, healthcare, and educational institutions. Westchester County hosts a range of Fortune 500 companies, with major employers including Regeneron Pharmaceuticals and IBM. Rockland County’s economy benefits from its manufacturing and health services sectors, with companies like Pfizer maintaining a significant presence. In Putnam County, the economy is more oriented towards small businesses and the service industry, reflective of its more rural character.
Education is a strong suit of the area, supported by a number of notable higher education institutions. Westchester is home to prestigious colleges such as Pace University and Sarah Lawrence College, which are known for their rigorous academic programs and contributions to the arts and legal studies. Rockland Community College, part of the State University of New York system, provides a range of associate degrees and certificates, serving as an educational hub in Rockland County. Putnam County, while smaller in educational offerings, is near several colleges and universities located in neighboring counties.
Culturally, the area is rich and varied. Westchester County is renowned for arts and culture, hosting events and venues such as the Westchester County Center, which showcases everything from concerts to sports events, and the Neuberger Museum of Art at Purchase College. Rockland County offers cultural experiences that include the Rockland Center for the Arts and the annual Hi-Tor Animal Care Center’s “Paws for a Cause” festival. Putnam County, with its more rural setting, hosts numerous local festivals that celebrate its natural landscape and community, such as the annual Putnam County 4-H Fair.
In Westchester, Rockland, and Putnam Counties in New York, while there are no major professional sports teams based directly within these counties, the proximity to New York City means that the major professional sports teams of the city also have a significant following in these areas. This includes teams from Major League Baseball (New York Yankees and New York Mets), the NBA (New York Knicks and Brooklyn Nets), the NFL (New York Giants and New York Jets), the NHL (New York Rangers, New York Islanders, and New Jersey Devils), and MLS (New York City FC and New York Red Bulls).
Major attractions in the area include historic estates and cultural sites like Kykuit and the Rockefeller estate in Westchester, which offers art collections and gardens. The Hudson Valley also provides a picturesque backdrop that attracts visitors year-round, especially during the fall foliage season. For families, Playland Park in Rye, Westchester, offers amusement rides and beachfront access, while Bear Mountain State Park in Rockland is a favorite for picnicking, fishing, and hiking.
