Step 1. Apply for certification on the RBLP Leadership Certifications website. Our application is free and takes less than 10 minutes to complete. The Navy provides the following guidance for COOL funding:
Hundreds of Sailors have earned one of the RBLP Leadership Certifications since 2020. Connect with them on LinkedIn by searching RBLP, click the People tab, click Current company and enter U.S. Navy.
Step 2. Request Navy COOL funding for your certification exam. Navy COOL requires a copy of the email from RBLP approving your application for certification.
The Navy COOL Funding Request Form requires you to enter an exam date. Please enter an estimated exam date about 60 days out. Enter RBLP as the credentialing agency.
The Navy pays the certification exam fee directly to RBLP, usually in 1-2 days. You will receive an exam voucher code from RBLP after the Navy funds your exam.
Step 3. Purchase exam prep training from an RBLP Authorized Training Partner (ATP). Prep training prepares you for the oral certification exam and is required. Text RBLP Customer Support at 213-205-6100 for assistance.

Step 4. After you complete the prep training, schedule your certification exam using the voucher code sent by RBLP after the Navy funded your exam. During scheduling, you are required to upload the training completion certificate provided by your ATP instructor.
The American Council on Education (ACE) recommends three semester hours of college credit for the RBLP Leadership Certifications.
Military units can pay for exam prep training and certification exams using Standard Form 182 (Request, Authorization, Agreement, and Certification for Training) and the Government Purchase Charge Card (GPCC). Text RBLP Customer Support at 213-205-6100 for assistance.
